The Governing Council
1. The Governing Council is the highest policy making body.
2. The Governing Council shall, in the fear of God who is the Governor among the nations:
a. Sacrosanctly treasure, keep and defend the vision and the conscience of the Association; to wit:
– it shall provide guidance and redirection, if need be, to the Association’s officers and organs for the fulfilment of her vision;
– all matters it declares inconsistent with the Holy Scriptures or with the vision of the Association shall be null and void;

b. formulate policies to guide the day-to-day running of the Association especially for the use of other organs of the Association;
c. assign or exercise duties and powers not specified in this constitution as it may deem fit;

d. be the chief custodian and managers of the
Association’s constitution; in this wise, it shall:
– exercise final legislative and judicial powers without prejudice to the following provisions;
• procedures outlined for the amendment and suspension of provisions of the constitution;
• powers of the other organs to draw up and use standing orders;

– be the final arbiter in the event of any disagreement involving officers and other organs of the Association.
– determine the constitutionality or otherwise of decisions (including appointments, rules, and standing orders) taken by officers and organs of the Association.

3. It shall be in the discretion of the Governing Council, as a working principle, to consult with other organs of the Association in deciding on matters that it considers critical to the vision of the Association.

The Board of Patrons
• Offer godly counsel and guidance to the members, officers and organs of the Association.
• Collaborate with other peoples, bodies and organisations in Uneme land on behalf of the Association.

• Act on behalf of the Association in matters of community welfare and community relations with governments and non-governmental organisations.
• Carry out other functions and assignments as the Family or the Governing Council may request it to perform.

The Central Working Committee cont’d
The Central Working Committee (CWC) shall
• be responsible for the day-to-day administration of the Association;
• be the principal agency for carrying out the Association’s programmes and policies;
• without prejudice to constraining provisions of this constitution, have the power to assign duties and functions contingent to her administrative responsibilities;

• seek and use all legal and reasonable ways to raise funds for the execution of the Association’s programmes;
• recommend policy initiatives for the consideration and approval of the Governing Council;

• organise at least one major evangelistic programme involving all chapters in at least one of the Uneme Communities annually;
• schedule a Family Meeting at every major evangelistic programme;
• have the power to call a General Working Committee (GWC) meeting through her Secretary, which Committee shall refer to the CWC and all her sub-committees;

• exercise all powers and perform all functions relating to the GWC as with the CWC;
• oversee and supervise her sub-committees in all their functions;
• have power to expand the membership of her subcommittees;

Committee
The Chairman, CWC shall
• be the chief administrative and executive officer of the Association;
• preside over all meetings of the CWC;
• as a representative of the Governing Council, preside over the Executive Session of the Family Meeting;

• have a final ruling where a CWC meeting is at par, which provision shall not be construed to include the power of veto over a majority decision;
• be a signatory to the bank account(s) of the Association;

• be an ex-officio member of the Governing Council
• be an official representative of the Association
• perform other functions as may from time to time be assigned to him by the Family, the Governing Council or the CWC

The Vice Chairman I, Central Working
Committee
The Vice Chairman I shall
• assist the Chairman in the general administration of the Association.
• deputise for the Chairman in his absence.
• manage the international affairs of the Association in line with the functions of CWC;
• be involved with the Chairman in the internal management of the CWC.

The Vice Chairman II, Central Working
Committee
The Vice Chairman II shall
• deputise for the Chairman in the absence of both the Chairman and the Vice Chairman I;
• coordinate and oversee the chapters of the Association and ensure that chapters fulfil all roles and responsibilities assigned to them, which duty he shall perform by working with and through the chapter leaders;
• be the Chairman of the Committee of Chapter Leaders.

General rules governing all
sub-committees of the CWC
Every sub-committee of the CWC shall
• be responsible to the CWC and the GWC;
• be a unit of the GWC;
• function as the operational organ of, advise, assist, support and make provision for deputisation for her Chairman;
• carry out duties assigned to it by the CWC without prejudice to the functions of other committees, officers and organs of the Association.

The Secretariat Committee
The Chairman, Secretariat Committee shall:
• be the head of the national secretariat;
• be the Secretary of the CWC
• be responsible for convening and drawing up agenda for all CWC meetings on the instruction of the Chairman;
• be responsible for drawing up agenda for all Family Meetings on the instruction of the Chairman of the Governing Council;

• take minutes of all CWC and Family Meetings or delegate a member of the Secretariat Committee to do so;
• keep a copy of every document received by or issued from the Association;
• be a signatory to the bank account(s) of the Association;
• liase and serve as a link between the Association and members of the public;

Secretariat Committee cont’d
• be in charge of registration of members and keep a register of the members of the Association, a copy of which shall be made available to every member of the CWC and the Chairmen of other national organs of the Association;
• in liaison with the Chairman, CWC, prepare and present an annual report on the state of affairs of the Association to the Family Meeting.

Organising/Publicity Committee
The Chairman, Organising/Publicity Committee shall
• plan, co-ordinate and supervise physical aspects of programmes of the Association;
• be responsible for the publications and promotions of the Association’s activities;
• in conjunction with the Secretary, CWC, serve as a link between the Association and the public.
The Organising/Publicity Committee shall be the Physical Planning Committee of the Association’s outreaches.

Follow-up and Counselling Committee

The Chairman, Counselling and Follow-up Committee shall
• be responsible for gathering and collating names of converts and counselees;
• plan, seek approval for and implement counselling and follow-up programmes for counselees and converts;
• implement, monitor, evaluate and re-plan the above during and following the evangelistic programmes of the Association.

Prayer Committee
The Chairman, Prayer Committee shall
• issue prayer bulletins to members of the Association;
• coordinate individuals to support the Association in prayers;
• be responsible for organising all specialised programmes of prayers of the Association.

Finance Committee
The Chairman, Finance Committee shall
• collect all moneys accruing to the Association;
• keep clear, accurate and up-to-date financial records of the Association and present same as financial reports at all CWC meetings and to the CWC Secretary and Chairman for the preparation of Annual General Reports;
• be a signatory to the accounts of the Association.

Outreach Committee
The Chairman, Outreach Committee
• plan, seek approval for and coordinate the implementation of the Association’s evangelistic programmes;
• implement, monitor, evaluate the above.

Strategic Planning Committee
The Chairman, Strategic Planning Committee shall
• identify opportunities for and advise the Association on improved long-term goals, initiatives and approaches, and propose same to the Association or her relevant officers and bodies.

Special Contact Committee
The Chairman, Special Contact Committee shall
• seek and make contact with persons who used to attend the Association’s programmes, but no longer do so with a view to rekindling the vision and restoring participation as necessary.

Welfare Committee
The Chairman, Welfare Committee shall
• identify members of the Association who have special welfare needs;
• identify members of the Association who have testimonies and occasions to celebrate;
• mobilise other members of the Association to contribute to and participate in all of the above;
• make proposals on the above to the CWC as may be necessary.
